One goal of the Wasatch Choice Vision is to create walkable city centers where Utahns can live, work, and play. Areas near high-capacity transit stations are ideal locations for this kind of growth, which led the State of Utah to establish the Housing and Transit Reinvestment Zone Act in 2021.

What Is an HTRZ?
Housing and Transit Reinvestment Zones (HTRZs) are designed to support development around transit stations. A portion of the area's property tax revenue is set aside for specific vital projects like parking, infrastructure, and housing. As development in the area increases, property tax revenue increases and supports future growth.
HTRZs are also designed to help Utah address its housing crisis. Zones prioritize affordable, mixed-use, multifamily housing developments.

Utah's HTRZs
As of January 2026, Utah has 7 Housing and Transit Reinvestment Zones:
- Sandy — Cairns project
- Farmington — North Station
- Salt Lake City — Granary District, Central North neighborhood
- South Salt Lake — Redevelopment of outdated industrial buildings
- South Jordan — Downtown Daybreak
- Vineyard — multimodal hub in Utah County
- Lehi — Utah’s premier high-tech employment hub
